The OLAB 8251 direct acting NC 3 way valve specifics is that during the quiescent state the coil winding is not energized, the plunger tapered retaining spring, due to fluid pressure, pushes the sealing gasket onto the solenoid valve body seat (hole) and keeps it closed. The exhaust is connected with the outlet, and results in a balanced pressure level.
